SWELA Barks but cannot Bite as SW is Ravaged by War
-Elites and Chiefs of the SW region have said they will not continue to sit and watch as the “land of their common ancestry” is desecrated, destroyed and easily transformed into a battle ground for a “dubious, diabolic and mischievous war”. But can SWELA ever pick the pieces?

Can SWELA ever pick the pieces and become the “original SWELA” of the early and mid 1990s? This is the question prying reporters as well as other commentators were asking each other, as they sat outside the hall on Saturday 11 August 2018, at the Yaounde Conference Center, as some SW elite and Chiefs were having a restricted Joint South West Chiefs Conference (SWECC) and South West Elite Association (SWELA) Concertation Meeting with South West Elite in Yaounde.
            It however emerged that the SW elite and Chiefs could only bark without being able to bite, despite the insecurity and wanton destruction that is rocking their region. The insecurity has literally grounded the socio-politico-economic life of the region. 
            Reviewing the very ‘alarming and troubling’ situation in the SW region, the Rt. Hon. Peter Mafany Musonge, who is the political God-Father of latter day SW region, cried aloud in his scripted opening remarks at the joint SWECC/SWELA conclave that: “as you are all aware and have noted bitterly, the socio-political situation in the NW and SW regions is quite alarming, and the socio-economic consequences are even more troubling especially in the SW region, region of our common ancestry and birth….. As the statistics indicate, the Anglophone crisis has transformed the SW region into a battle ground…. The SW has become a place where nothing good or positive can be expected….. Our region has become the place where traditional rulers and elites can be kidnapped, tortured and murdered as if the people were not human beings with the right to existence…. Our region has been turned into the experimental ground for mischievous and dubious people to carry out their diabolic plans against the culture and development of the region, and as a staging ground for rebellion against the state.”
            Mafany Musonge noted with dismay and indignation, that: “…. given the ugly and alarming acts of violence, destruction and murders in the SW region in the last four months, we, as a region, are being presented as a people without a soul, a culture, courage to defend our identity and that of the state of which we say we are an integral part.”
            He said it is high time sons and daughters of the SW rise up like one man and say enough is enough.
            “The statistics are telling for everyone to judge and we have to decide at one point or the other as to what we do to meet the challenges and be part of the solution rather be seen to be part of the problem,” Mola Musonge ordered, inviting participants at the closed door meeting to suggest ideas on how the SW can surmount the challenges that she is squarely faced with.
            However, nothing really good emerged from the over 4-hour concertation. The final communiqué issued after the meeting contained only the same déjà vu and déjà entendu that has been said after previous meetings of SWECC and SWELA.
It thus turned out that once again SWELA/SWECC could only bark but could not bite.
            The traditional rulers and elite of SW requested an audience with the head of state, at his convenience and also announced the convening of a more enlarged All SW Forum, in Buea, on 25 August 2018.
The elite also empowered the SWELA executive financially to enable them to fully assume their responsibility and rise to the occasion and make SWELA more active and vibrant once again. How and whether Moki Jacob and his team will do this, remains a matter of wait and see.
            But the question begs to be asked: Can a problem be solved with the same mentality that created it? If SWELA and SWECC have become moribund and are not the veritable pressure groups that they should be, it is no gainsaying that it is because of the politicization and especially the forceful infiltration of CPDM politicians into their leadership. These CPDM bigwigs have over the years been using the two institutions to seek selfish ends and to do Yaounde’s bidding. And SWELA and SWECC have since stopped fighting to uphold and protect the general interest of the people of the SW region.
            It should be recalled that one of SWELA’s landmark achievements soon after its creation in 1992/93 was the powerful, energetic and sustained lobby for the appointment of a South West son as PM of Cameroon. If Peter Mafany Musonge was appointed as PM in 1996, in replacement of Achidi Achu from the NW, there is no gainsaying that it was thanks to SWELA.

The Executive Secretary of the South West Elite Association has said that the association cannot be active as it should be because of the ongoing Anglophone crisis. Moki says
            **What is the atmosphere in SWELA at this time?
            As you may be aware, the present crisis in the region makes it very difficult to rally the people to fight for the cause of SWELA. This is why we have become virtually inactive.
            ** So would it be correct to say that you have not been able to achieve your mandate as a result of the crisis?
            I would rather say I have not fully achieved my mandate because we were able to do some work before the crisis started. We organized two workshops which had to do with the development of the region and which have counted a lot as far as the development of the region is concerned.
            ** What are some of those things that you would have loved to achieve but which you could not achieve because of the ongoing crisis?
            Indeed if we had the opportunity we would have come over to the headquarters to lobby for some projects to come to the region. But we have not been able to do this because of the prevailing circumstances.
            ** So what exactly is your mission to Yaounde?
            Frankly we are here for a tripartite concertation that involves SWELA, the Chiefs and some elites in Yaounde, to look at the insecurity in the region and seek ways to chart a way forward. We also reviewed the situation of the two institutions that is SWELA and SWECC, which have for some time now been on leave.
            **The elite and leaders of the South West have been said to be quiet all throughout this crisis. Why haven’t you spoken out, you and the chiefs, to either condemn or support what is happening?
            You push me to be cautious when you talk of condemning. However, right from the unset of the crisis and even before it started, SWELA had done a lot of work in terms of sending out memoranda, and communiqués all of which had to do with the grievances that are being expressed today.
            ** So during your concertation in Yaounde did you talk about initiatives to end or perhaps reduce the tensions in the SW region?
            Yes of course. We brainstormed on how it is going to be possible to bring back the peace in the region.
            **But some of the elite in Yaounde have been accused of being in a comfort zone. What does that mean?
            In fact, by comfort zone it means there are no skirmishes here in Yaounde. Apart from that the expression was used to call for negotiations and/or dialogue. So, when I talked of coming to meet our brothers in their comfort zone, I meant that they are resident in Yaounde where there is relative quiet, while we are coming from the areas where the violence and destructions are taking place.

Absentee Mayors & Divisional Delegates to Face Sanctions

The Senior Divisional Officer for Meme, Chamberlin Ntou’ou Ndong, has promised very tough sanctions to Divisional Delegates and municipal authorities under his command who have taken upon themselves to stay off their offices even on Tuesdays, a non-ghost town dayas a result of the ongoing crisis in the Northwest and Southwest Region.
            In a surprise visit triggered by the temporal closure experience by majority of the Divisional Delegations and councils in Kumba on Tuesday August 7, 2018, it was discovered that as at 10am that morning, only 4 out of 17 delegations visited by the SDO’s marathon convoy were open to serve the public while all the Mayors of Kumba were not on seat, leaving the population to queue up for hours without anyone to attend to them.
            “It was necessary for me to do this surprise visit in all Divisional Delegations under my control because I received many complaints that Delegates are not working since the beginning of this strike action,” Ntou’ou Ndong stated, adding that of the 17 delegations he visited, only four were open to serve the public.
            The SDO said such behaviour only makes things difficult for the populations who are supposed to benefit these government services.

Kumba War Victims Receive Gov’t Assistance

The SDO for Meme, Ntou’ou Ndong Chamberlin, has launched the distribution phase of the government assistance humanitarian plan for the internationally displaced populations, IDPs, of the Northwest and Southwest Regions resident in Meme as a result of the ongoing Anglophone Crisis in Kumba.
The exercise took place Wednesday August 8, 2018 at the Kumba Amusement Park and saw the distribution of items such as; bags of rice, matrasses, cartons of soups, vegetable oil, bags of salt, blankets, buckets, maggi, sardine and amongst many others.
            The SDO told a handful of IDPs who mustered courage to show up alongsidethe impostors who presented themselves as IDPs while launching the distribution that, the Head of State is adequately aware of their problems, reason why he has send them assistance during such difficult period.
            Ntou’ou Ndong called on thousands of other IDPs nursing fear to come forward and receive the gifts to shun fear, identify themselves and receive the gifts. “…I want to sensitise my population who are afraid to come out that these things are for them and they have to collect their own share” Ntou’ou Ndong enthused adding that the Head of State as the father has decided to take care of all his children.

Slain Police Inspector Decorated Posthumously
-Meme administration stays mute over disappearance of senior police superintendent

Nwengela Susan Elema of the 3rd District Police Station in Kumba was on Friday 3 August 2018, decorated with a medal of valour for her bravery. The medal accorded her by the SDO of Meme, Ntou’ou Ndong Chamberlin, deputizing for the Delegate General for National Security, Martin Mbarga Nguele, was in a ceremony to pay last respects to the fallen cop, at the Kumba Central Police Station.
            The brief ceremony was attended by a cross-section of top security officials in Kumba, family members and friends.
            Her posthumous decoration according to the SDO was in appreciation of the services she rendered to the state in the domain of protection of peace and security.
            Formerly serving at the 3rd Police District Station in Kumba, Nwengela’s corpse was discovered near a small stream in Kake I village, in Kumba, on 26 June, two days after she was kidnapped at her residence by unknown persons.
            Born in 1964 in Madie Ngolo, Toko Sub-Division in Ndian Division, Nwengela was admitted into the Police Training Centre in Mutengene in 2000. She served in Buea before her transfer to Kumba.
            Her friends and colleagues described her as energetic, loyal and devoted to duty.
            She leaves behind her family members, friends and colleagues to mourn her. 
            Meme Administration Mute over ‘Disappearance’ of Police Superintendent
As the police in Kumba continue to mourn their colleagues who have been killed in the ongoing Anglophone war, the Meme administration and the police hierarchy is still to make an official statement about the disappearance of the commissioner of the special branch police post in Kumba II sub-division, Ngong James.
            Voices have continued questioning why the administration is so mute about the alleged abduction of the senior cop by Ambazonia fighters.

Refusing to vote is part of democracy

**As you have published the list of candidates to run in the 7 October presidential election, are there guarantees the elections will effectively take place throughout the country, especially in the NW and SW?

I am just returning from the field and judging from the performance in terms of registration of voters in most areas I think there are Cameroonians who want to vote. But you must know that refusing to vote is also part of the democratic process. Our effort is to make sure that polling stations are put in areas where both electors and polling materials are well protected. That is why we now talk of polling centres instead of polling stations. This will make it possible for polling booths to be regrouped in areas that can be easily manned by security. We are not oblivious of the fact that the enemy does not want elections to take place in these troubled regions. But we are also aware there are Cameroonians who want the elections to take place. Proof of this is the volume of registration that we received in the NW and SW. So we are hopeful that there Cameroonians in the NW and SW who will want to vote, and they must be allowed to exercise their civic right.

**Some candidates are complaining that the rules of the game are not respected. Mr. Kum Ihims of the BIYA party raised the concern for example that candidate Paul Biya of the CPDM should be dropped because his documents dropped at Elecam carry a different name from his real names. How serious or not is this allegation?

I think I have a lot of respect for Mr. Ihims. But I want him to know that candidate Biya Paul satisfied all the conditions for eligibility for the election of the president of the republic. But if Mr. Ihims is not satisfied with the decision of Elecam it is left for him to petition the constitutional council and seek redress.

**What is the situation with the distribution of voters’ cards? Are people getting their cards as required by the law?

Enormous sensitization has been done to get registered voters to come for their cards. But you know Cameroonians are known to always wait until the D-day. I should however say that ever since the electoral corps was convened, a lot many people have come for their cards. I can say about 75% of cards have been withdrawn. And I must cease this opportunity to hail those political leaders who have been sensitizing their militants and Cameroonians to go and get possession of their voter’s cards. But I must emphasize here that the law is very clear about possession or not of voter’s cards by registered voters. It states that if a duly registered voter cannot find his/her voter’s card on voting day, he should go to the pulling station with his ID card and be identified on the voters register for the centre. Also for those who could not take possession of their cards because distance constraints or whatever, the voters’ cards are made available at the polling stations for them to come and collect and vote. Elecam even has the prerogative to notify registered voters through their phone numbers to come for their cards. So we hope to have attained at least 90% of withdrawn voters’ cards by polling day.

**Why did you reject the files of some persons who applied to be candidates in the presidential election?

The conditions for eligibility are clearly spelled out in the electoral code. But I must tell you that it was terrible and even frightful what we noticed with some applications. Some files were virtually empty. In another country such files should not have been received in the first place. Some candidates did not have their certificate of nationality; some had not paid their tax levies. I know people will always hang on the 30 million fcfa caution. But this was not the condition that caused the rejection of most of the files. Elecam as a regulatory body also has a social role to play. So we did not bother very much about the 30 million frs caution. This was simply because we wanted many more candidates to take part in the election.

**So do you think a candidate like Olivier Bile who said he could not raise the 30m at the time he submitted his file, but has petitioned the CC saying he now has the money handy?

The law is the law. He had seven years to prepare his candidature. This was sufficient time to have raised this money and also build his file. I respect Mr Bile but unfortunately the law is not a respecter of persons.

Buea Engineering Students Receive Biya’s Laptops

Some five hundred and fifty three presidential laptops were on 7 August 2018 distributed to students of the National Advanced School of Public Works Annex-Buea.
            Distributing the gift to the students, South West Governor Bernard Okalia Bilai encouraged the students to make proper use of the laptops in their quest for excellence, academic work and professional career. “The award of laptops shows the head of state’s belief that the youths are the leaders of our future country”.
            Governor Okalia Bilai added that “I hope that between the days of receiving the laptops and vision 2035 or an emerged Cameroon, some of the students would have distinguished themselves and be in position to do a similar gesture to young Cameroonians of next generation”.
            The Director of the said institution Kouontchou Nguepkap Emmanuel said the laptops offered by the head of state are for those “of the Higher Technical Cycle with at least an Advanced or Baccalaureate in the sciences”. “The distribution follows a registration made by a high level team that came from the Ministry of Higher Education and the National Advanced School of Public Works Yaoundé”.
            “I am happy following this gesture from the head of state. This technology will definitely help the students in their various fields as they need it so much. It will help them to maintain what they have acquired in school to do research and insert them in the job market”.
            Alyello Brian Geh, Rural engineering student said he was very grateful having received his own laptop from the head of state. “I am grateful and I intend to make maximum use of the laptop in my quest for success in education. I have a lot of reports to write and so many things to research online. This laptop will really help me”.
            “I am very happy to have received this gift from the head of state. This laptop will help me to take care of my activities such as research work, academics and in my professional career” said Fomepa Touraine, Land survey student.
