New Meme Procureur Installed

By Sirri Ntonifor Tangwe in Kumba
New Meme State Counsel takes office
‘Justice delayed is justice denied.’ These was only one of the advises dispensed by the President of the South-West Court of Appeal (PCA), Chief Justice Bechem Eyong Eneke to Justice Afah Emmanuel Annah while installing him cumulatively as State Counsel for Meme Division and President of the Kumba Court of First Instance, on 29 August 2015 at the Kumba State Counsel’s Chambers. Justice Afah replaces Justice Batuo Paul Akong, who has been posted to the Justice Ministry in Yaounde.
Reminding Justice Afah of the challenges incumbent in his new functions, Chief Justice Eyong called on him to be fair and patient with the Meme population which he described as very complex. He exhorted the new procureur to exercise abnegation and to apply the law and the law only to all complaints brought before him. He urged him not to fall prey to temptations from the Kumba public, noting that the average Kumba man believes that with money every thing is possible.

Justice Emmanuel Alpha was also called upon to master and apply the salient points in the Criminal Procedure Code, and to encourage the personnel within his jurisdiction to do same.
Speaking earlier, the Prosecutor-General for the South West, Justice Emile Essombe, hailed Justice Emmanuel Alpha on his appointment and reminded him of the need for frank collaboration and good judgment in all his actions.
It should be noted that ever since State Counsels and other heads of judicial jurisdictions were appointed last December 2014, this is the first installation to take place in the South West Region. Also, it is 16 years since an event of this nature was witnessed in the Meme Judicial Division.
Born in Pinyin, Santa Sub-division of the NW region, Emmanuel Afah is a 3rd grade magistrate. He holds a Maitrise in Law from the University of Yaounde and a professional diploma from ENAM (1996 batch). Before his appointment to the Meme Judicial Division on 18 December 2014, he had served successively in Bamenda, Muyuka and Yaounde. His last position was that of Assistant Research Officer at the Department of Human Rights and International Operations in the Ministry of Justice.
The event was attended among others by senators, parliamentarians, mayors and traditional rulers.
