The new Pay Master General of Buea, Mr.
DonatusAchuTaboh has said he is poised to pilot the South West Financial
jurisdiction to excellence. He made the revelation on Friday 8 July 2016 in
Buea as he chaired the first coordination meeting of treasurers and public
accountants of the South West region since his appointment as Paymaster (TPG)
of the region three months ago.
Speaking
on the occasion, DonatusAchu promised to put an end to the irregularities
observed in the work of some treasurers and public accountants in the
region. Identifying the late
transmission of accounts, delays in submission of expenditure files,
dilapidation of office buildings, broken down office furniture, inadequate
logistics, poor security etc. as some problems begging for urgent solution in
the treasury jurisdiction of the SW, the TPG said his first reaction will be to
make the working environment conducive for his staff by rehabilitating offices
and providing adequate furniture and other logistics to ease their work.
Meantime,
the TPG has cautioned Municipal Treasurers and Accountants to put their
accounts in order and submit to hierarchy so that appropriate decisions can be
taken especially those that will guarantee clear and timely financial reports
for the Division and the Region as a whole.
But
DonatusAchu at once reminded the public accountants of the imperative need to
produce sincere accounts and to ensure strict respect for texts bearing on the
instructions on the production of accounts.
Holding
under the theme: “The Treasury at the Centre of Emergence”, Friday’s
coordination meeting was also aimed to examine and evaluate the accounts and
the functioning of Municipal Accountants since the beginning of the year and
also explain the new directives from hierarchy on how and when to produce
accounts.
Officially
welcoming the new TPG to Buea, the Secretary General at the South West
Governors office, Mr. Clement FonNdikum exhorted DonatusAchu to ensure
transparency, honesty, good governance and accountability in the handling of
finances entrusted under his management.
For
his part, the representative of the Director General of Treasury insisted that
Municipal Accountants and Treasurers must ensure sincerity and regular
accountability in their management.
Addressing
the issue of slow execution of public contracts in the region, the Director
General of Treasury called on treasurers to avoid delayed payments whenever all
required documents to a particular project are available.
Meantime,
the TPG has warned that treasurers who are observed to deviate from the norms
prescribed by hierarchy will have their allowances suspended.
Deliberations
also harped on the innovations contained in circular No 000909/MINFI of 31st
December 2015 bearing on instructions relating to the execution of finance
laws, the monitoring and control of the execution of the state budget,
administrative public establishments, regional and local authorities for the
2016 Financial Year.
The
expose on the management of Revenue collection stations, reports of the
activities of chiefs of services, activities of divisional and sub-divisional
treasuries, accounting officers, land revenue collectors, municipal, taxation
and customs treasurers were also on the meeting agenda.
