Your Excellency,
Sir;
I have the honor most
respectfully to submit to you my resignation from the Cameroon police force for
reasons stated below:
1. Victim of gross injustice and abuse
of power by my hierarchy
2. Victim of Human Rights violations by
my hierarchy
3. Fear for my safety – I belong to a
police force that threatens my life
4. Health reason
1) Victim of gross injustice and abuse
of power by my hierarchy
Excellency, Sir, at a time when
I expected the Delegate General for National Security (DGNS), Mr. Mbarga
Nguelle Martin to congratulate me for a job well done, he has on the contrary
proposed that you relieve me of my duties. I was unjustly suspended from my
duties on the 2/6/2014 by decision no… signed by the DGNS based on Art 133 of
the Statute of the Cameroon Police Corps for starting an investigation on the
insidious corruption in the infamous land grabbing saga in Fako Division in
which local administrators, some top personalities of the government and even
the local police authorities are involved.
Not only did the Delegate
General of National Security pretend not to have read my reports on the matter,
he solely relied on the false reports made by the Regional Delegate for
National Security and the Governor both of the South West Region, who are
alleged to be part of the land-grabbing mafia in Fako Division.
These two (The Governor of the
South West Region and the Regional Delegate for National Security for the South
West Region, successfully fabricated and framed stories with falsified
supporting evidence of alleged frightened, suppressed and traumatized policemen
who had just one objective: to protect their interim positions. With no
substantial evidence, they got me suspended from duty post without a salary for
fifteen months today. I have been without a salary nor allowances since 2nd of
June 2014.
Despite many investigations that
have been conducted by CONAC, the Ministry of Lands and State Property, CDC,
the Late General Mambou, no reports have been produced till date on this
shameful and criminal dispossession and spoliation of the ancestral lands of
the peace-loving and law abiding people of Fako by some high handed and corrupt
administrators in the South West Region and in Yaounde.
The population is aware of the
existence of all these reports. The DGSN decided to give a deaf ear to all of
this. God alone knows why, but events generally speak for themselves!
As if his unjust and illegal
treatment was not enough, the DGNS prolonged my suspension for nearly thirteen
months. On July 2, 2015, he issued a “Message/Radio Porte” to the Regional
Delegate of National Security for the South West Region uplifting my suspension
and instructed that I be re-instated into my functions. Despite the fact that I
formally resumed duty in July, to this day, as I write, I have not received my
salary – 15 months and going! It is important to note that there are many of
such cases in the police force today where policemen are suspended unjustly and
go without salary for very long periods.
Policemen can testify to these
facts if they are called to do so secretly with no fear of being persecuted.
They are burning in agony but afraid to lose their daily bread as I have lost
mine. It is obvious that the Delegate of National Security and his close
collaborators who are involved in the cover up of the illegal land-grabbing
mafia in Fako Division and the South West Region have completely lost their
conscience and have no respect even for your signature.
I have bailiff reports of an
irregular installation made in my former service by CD Doum Ndongo on
instructions from the Delegate General, according to him, when your signature
appointing me to that post was still valid. It is worthwhile mentioning that
this same commissioner instructed me to do this investigation but was never
capable of taking his responsibilities when it was needed. It is impossible for
me to be under the command of people like these ones, who have sold their
consciences to the devil and have no respect for mankind.
According to Mr. Doum Ndongo,
such irregular suspensions as mine is a common practice in the police force and
whoever does not want to learn to live with it had a choice to resign.
Excellency, please do verify how
many policemen have been unjustly sanctioned and are still home today because
they have nobody to speak for them. How much is the state losing in terms of
cash paid for badly structured procedures in court against the police force?
Also verify how many of Mr. Mbarga Nguelle’s loved ones and brothers have been
charged with terrible crimes yet the files have been buried. God will speak for
those innocent ones today through me and they will be heard some day no matter
how long it takes. There is one thing I know, “MY GOD WILL FIGHT FOR ME AND I
WILL HOLD MY PEACE” HE WILL BRING JUSTICE TO THE OPPRESSED AND WILL PUNISH
ANYONE WHO TAKES THE PROPERTY OF THE POOR AND NEEDY” one cannot make mockery of
the almighty God for ever.
2) Victim of human rights violations by
my hierarchy
All my human rights have been
violated. I have gone without a salary for 15 months. I cried before the
disciplinary council and asked my colleagues to rise up so justice can prevail,
but none had the courage to speak up for me. The response most of them gave me was: “Nous
savons que tu as raison dans ce dossier mais le boss est intéressé, done on ne
peut rien faire. »
I have cried to the courts for justice, yet eight months later a simple
case of abuse of power and clear violation of the law has not been adjudicated
and resolved. The GDNS does not respond to court convocations. My lawyer has
appealed to all Government authorities concerned, to no avail. I have
personally written to you, twice, but I wonder whether my letters were ever
delivered to you as there are some of your close collaborators who are
specialized in intercepting all letters addressed to you, which can and shall
reveal the truth.
My children and I have gone
without proper meals for months, I am unable to get medical attention, or even
meet up with my daily financial obligations but for the occasional assistance
of some family members and friends. I am presently threatened to be taken to
court by SGBC bank for not being able to repay my loans.
3) Fear for my safety and that of my
family
The land-grabbing and corruption
Scandal in the Fako Division is a lesson and eye opener to many Cameroonians
about how corrupt some of our so-called administrators and Government ministers
are. Who would have imagined that in a fight against corruption and protection
of State property, a DGNS would protect administrative authorities against his
close collaborator who seeks to do her job in fighting corruption and bringing
out the truth? He, the DGNS, has exposed my life to danger as I have received
several threats from unknown persons through unidentified calls. He has failed
to protect me in the course of performing my duties to the State of Cameroon. I
can only take comfort in the fact that the Cameroonian population is now AWARE
of the corruption and those involved in the Fako Land Grab saga perpetrated by
some of your collaborators.
4) Health Reasons
Finally, because of this
administrative harassment, financial stress and threats on my life, my health
has dramatically deteriorated. I am traumatized and currently in need of a
close medical attention.
In conclusion, Excellency, Sir,
under the circumstances enunciated above, I find it impossible to continue to
remain an employee and member of the Cameroon Police corps and do hereby,
regrettably, tender my resignation.
Permit me, Excellency, Sir, to
ask this one simple question: why have the Anglophone police commissioners been
almost always humiliated at the verge of their departure from the police force
or why have some of them abandoned the force they have served wholeheartedly
and cherished all their lives? Please do verify the situation of most
ANGLOPHONE COMMISSIONERS at the end of their career! It is sad!
I have served this country
diligently for seventeen (17) years and do not desire to go through any more
torture. I pray that my retirement benefits and other unpaid emoluments be
promptly paid to me and sincerely look forward, Excellency, Sir, to your just
and equitable response to my resignation.
