2014 anti-corruption report:

CONAC recovers several billions for the state

The national anti-corruption commission CONAC has revealed statistics of anti-corruption efforts carried out by CONAC and partners in 2014.This was within the framework of the presentation of the institution’s status report for 2014, and a collection of texts on the fight against corruption and related offences in Cameroon.
                According to the 218 page report, the 2014 approach focused in the application of CONACs two measure tools which consisted of the prevention, education, conditions incentives and sanctions (PRECIS), and the rapid results initiative (RRI).
                Presenting the report in Yaoundé last week, the chairman of CONAC Rev. Dr. DieudonneMassi Gams said CONAC received a total of 3064 denunciations in 2014. After serious investigations, fabulous sums of money embezzled from some development services and projects were revealed.

                These included double payments, unjustifiable expenditures unrelated to projects, unjustified payment of mission allowances, irregular payment of bonuses, the issuance of fake certificates and attestations, fake cheques to disaster victims, unexecuted public contracts and VAT paid on project funds.
                In collaboration with other public audit institutions, several billions of francs cfa were reimbursed into the state treasury.
The budgetary and financial disciplinary board on its part imposed fines amounting to seven million francs to some suspected administrative officials, and a cumulative debit balance of over 203 million francs from irregularities and management errors.
                The national agency for financial investigation (NAFI) also sent 60 cases to court relating to financial flows amounting to over fcfa 128 billion. After the judgment of 29 cases of misappropriation by the special criminal court, 46 persons were sentenced and deprived of liberty, 29 others were acquitted while 3 benefited from stay of proceedings after they refunded all the misappropriated sums, a total amount of over seven billion francs was to be repaid into the state treasury by persons convicted, while other movable and immovable properties were seized.
                In the same respect, the Supreme Court issued 19 judgments. In cases involving the Douala ports authority and the ministry of justice, it ordered the payment of fcfa 3.2 billion into the state treasury. Also through CONAC’s efforts, a vast network of fraudulent vehicle auction sale procedures was discovered at the Douala port, and another network of fake conac agents and regional representatives was equally discovered.
                This notwithstanding, DieudonneMassi Gams explained that the state suffered huge loses from some identified cases of corruption and misappropriations. In the ministry of basic education, the management of funds for the issuance of certificates and attestations witnessed a disappearance of over fcfa 125 million.
                Within the framework of the Memve’ele hydro-electricity dam construction project,  the state lost over fcfa 1,8 billion resulting from the over evaluation of the project and compensation to residents.
                Also, the management of the compensation funds for the Nsam disaster victims registered an embezzlement amount of fcfa 14.7 billion.
      The progressive expansion of the RRI, an authoritative behavior-changing tool in 2014 brought about more satisfactory qualitative and quantitative results.11 out of 38 ministries considerably got involved in the RRI implementation while others have never considered its implementation since its inception in 2011 notably the ministries of justice, defense, external relations, communication, arts and culture, the supreme state audit and the national delegation for national security.
                For the first time, CONAC also presented statistics on the implementation of the 2012 regional anti-corruption action plan according to which the overall national execution rate stood at 27.3 percent with the North West and the center regions occupying the first positions while the south and littoral came last.
