Limbe III Council Counts Achievements Amidst Numerous
Challenges
By Ticha Melanis in Limbe
A session of the Limbe III council consecrated for the
examination of the 2017 administrative, management and stores accounts has
taken place with councilors hailing the mayor for landmark achievements.
Addressing
councilors at the council chambers in Bimbia, on 17 May 2018, the mayor, Nkese
Diboti Lumain, called on them to join hands and not only work towards
consolidating the achievements of the last year but to also break new grounds.
He said amidst challenges marked by a precarious economic situation due the
Anglophone crisis, councilors should uphold team spirit and focus on the
council’s objectives.
Mayor
Nkese Dibotti said most of the council’s problems are caused by third parties
notably contractors who fail to execute contracts in time. He also noted the
limited revenue sources in the municipality due to the difficult terrain.
Despite
the challenges, the mayor noted that several measures were taken to boost
revenue collection including institution of boat registration fees, business
license collection and regular tax collection campaigns amongst others. He used
the occasion to extend gratitude to the Limbe government delegate, Motanga
Andrew Monjimba, for his continuous material and financial support to the
council.
In the
accounts presentations the mayor stated that the income situation of fcfa
413,476,966 represents 64% of the 2017 budget forecast which stood at fcfa
647,550,000. A total expenditure of fcfa 409,691,711 was realized, giving a
surplus of revenue over expenditure of fcfa 3,785,255.
Highlighting
projects so far realized, the mayor mentioned the ongoing construction of the
Limbe111 council chambers which started since 2011; acquisition of speed boats
for easy transportation taking into consideration that 60% of the council area
is bordered by the sea; acquisition of funding for the Limbe111 municipal
housing scheme; rehabilitation of roads amongst others.
Concerning
projects in perspective, the mayor noted the PNDP Communal development plan
which is expected to be realized at the end of this year; the Tiko/Limbe 111
REDD+ project which is ongoing; the council layout project amongst others.
A minute
of silence was observed in honour of the pioneer mayor of the Limbe111 council,
Mr.Esebou Mokate Samuel, who died on Sunday 13 May 2018 at the regional hospital
Limbe.
During
the deliberations, the councilors insisted on the construction and tarring of
the roads, arguing that where a road passes development follows. And this was
not before they adopted the all the different accounts of 2017 as presented.
Representing
the SDO for Fako, the First Assistant SDO, Bejidi Otto 11 Richard Williams,
advised councilors of the young council to surmount obstacles and look for
strategies to generate revenue towards providing needed social amenities to the
municipality.
The ASDO
recommended team work, solidarity and fairness in the discharge of their
duties, while calling on the population to be ambassadors of peace if they must
help the council in realizing its dream of becoming an Eldorado of development.
