Hopefuls for post of Fecafoot president to pay fees

Candidates nursing hopes to run for the post of Fecafoot president would now have to pay a caution fee of FCFA 2mllion. The fee may only be refunded only is a candidate has 1/3 of the votes, and not refunded if the votes are lower.
    This is one of the changes of the Fecafoot statutes as conceived and written by the Adolphe Minkoa She Statutes Revision and Election Commission of the Normalisation Committee.
    It should be recalled that this commission made public the changes exactly one year after the installation of the Normalisation committee and some months after Fifa approved statutes withheld until July 10.
    Reading the changes of the new statutes to the press at the Fecafoot conference hall on July 22, Minkoa She hinted on who can be candidate for the post of Fecafoot president.

    Going by the new statutes, such a person apart from the moral guarantee would have to seek the blessing of eight of the 72 delegates at the general assembly besides the FCFA 2 million caution fees. The outgoing president, if he fulfills the laid down conditions, can be a candidate for his own succession. The new president would have to reside in Yaoundé and be physically present.
    On the occasion Fecafoot Transition President, Joseph Owona maintained that a Bailiff would be invited to cross-check the identity of candidates at the elections and there won’t be ambulant elections.
    Changes on the statutes have been effected especially removing the problematic article 4 on the specialised commissions. The president of the statutes revision commission, She said the new statutes provides for the separation of powers in the three organs, the executive, Legislature-general assembly and the judiciary.
    Members of the judicial department would now be elected by the general assembly and not appointed by the president as was the case.
    Another innovation has been the creation of the Arbitrary Tribunal which finds its bearing in article 45 on the free will of persons to adhere.
    Aggrieved persons would only take their problems to this court if only they agree, if not, they can also go to the National Olympic and Sports Committee to seek redress.
    The executive committee of Fecafoot has been reduced to 15 persons while the general assembly is composed of 110 persons with no category having a majority.
    The General Assembly is composed of representatives of the league- professional football clubs, regional leagues-representatives of amateur clubs and association.
    Interestingly, a commission of supporters and animation has been created as this group of persons have been complaining of being left out.
    Meanwhile, following the calendar of events, the Normalisation Committee would be packing out of Fecafoot on December 2 after the installation of the new president.
    The General Assembly is billed for August 23 with the old members to adopt the statutes after which their mandate expires.
